The Agent managing the Openn Negotiation has the ability to decide whether to allow observers or not throughout the entire campaign. 

If the button to Join as an Observer is grey and inactive, this means the Agent has not allowed observers at that time. 

We suggest that you contact the Agent to discuss being an observer or check back later.
